This is a paper I began in 2010 analyzing the ‘Supremacy of Parliament’ ; and the legal Question is how much policy can the Federal Government force on the members of the Confederation of Provinces. The Answer may surprise you.
The paper also explores touches on the legality of unilateral federal proroguation v. the rights of the provinces to be represented on a global scale and explores the first incarnation of the “Omnibus crime bill” - known as C-51 in 2010.
